I. PROCEDURE FOR APPLYING FOR PERMISSION
Ⅰ. 입산허가 절차
A foreign mountaineering expedition desirous of climbing of peak in Pakistan shall apply on the application form (Annexure-A) with one extra copy in the nearest Embassy/Consulate of Pakistan. A copy with a photocopy of royalty receipt should be sent directly to the Tourism Division F-7/2 Islamabad.
1. 파키스탄 내에서 등반을 희망하는 외국 원정대는 (부록 A참조)의 신청서 양식 2부(원본 포함)를 관계국의 파키스탄 대사관/영사관에 입산료를 납입한후 입산료 납입 영수증을 첨부하여 제출해야 하며 제출된 서류는 파키스탄 관광성(Islamabad F-7/2)에 바로 접수되어질 것이다.
Application forms for allotment of peaks should be accepted by a Pakistani Embassy/Consulate during the period of 1st January to 31st December of a year preceding the year in which an expedition is planned.
2. 일반적으로 입산신청은 파키스탄 대사관/영사관을 통해서 등반 1년전 1월 1일부터 12월 31일까지 접수 되어야 한다.
Such application would then be sent by the said Embassy/Consulate immediately to the Tourism Division where they would be processed on "First come-First served basis"
3. 파키스탄 정부는 기본적으로 입산신청 순서대로 입산신청 서류에 하자가 없으면 각국의 파키스탄 대사관/영사관을 통하여 입산허가를 선착순으로 처리할 것이다.
Incomplete application forms or such forms as are received either before or after the stipulated dates may not be entertained.
4. 불완전한 입산 신청서류 및 입산신청 기한내에 도착하지 않은 입산 신청서는 접수되지 않는다.
If a party is not sure of the composition of the team, it shall apply starting the fact and without attaching particulars of members with the application form. In such cases peaks will be provisionally booked. A formal permission letter shall issue only after particulars at Annexure-B are received in Tourism Division at least three months in advance of arrival of the party in Pakistan. If particulars of the new members are not received within stipulated period and party arrives in Pakistan, it may delay their departure to the mountains till the clearance of new members is obtained in about a week. Under this procedure a party shall not leave for Pakistan unless it is in receipt of the formal permission letter. No mountaineer would be a member of more than one expedition during a season.
5. 만약 원정대의 구성원이 결정되지 않았을 경우, 입산 신청시 이러한 사실을 알리고 대원명단(부록-B)를 첨부하지 않고 신청할 수 있다.이러한 경우 유사한 케이스들의 봉우리를 임시로BOOKING할 것이다. 형식상의 허가서 발급후에 "부록-B"의 각각의 대원명단을 늦어도 3개월 전까지 관광성에 통보해야만 그 원정대는 파키스탄에 도착할 수 있다. 만약 각각의 새로운 대원명단을 통보하지 않았다면 약정서 내부의 기간동안 파키스탄에 도착하여 당해 산으로의 출발이 지연되고 새로운 대원이 구성 될 때까지 계속하여 몇 주일 이고 노력해야 될 것이다. 만약 이러한 과정에서 원정대가 공식 허가서를 접수한 경우 외에는 파키스탄으로 떠날 수 없다. 원칙적으로 원정기간 동안 한 대원이 1개 원정대 이상은 참가할 수 없다.
A party shall indicate in order of preference, at least 3-4 peaks so that available peaks could be allotted. A party shall be given permission for more than one 8000 meter peaks with the special permission by the Secretary, Ministry of Culture, Sport and Tourism.
6.원정대는 입산신청서에 허가를 얻을수 있는 지정된 3∼4개의 봉우리를 지망 순서대로 표시해야 한다. 문화/체육/관광성 장관의 특별한 허가가 있으면 하나 이상의 8,000m급 고봉에 입산 허가서를 취득할 수 있다.
Tourism Division shall endeavor to send the mountaineering permit to a party within 60 days of receipt of application form in Tourism Division. Depending on the availability of the peak for the choiced period. Tourism division will send provisional booking of the peak upon receipt of the completed application.
7. 정부는 관광성에 신청서가 접수되고 60일 이내에 허가서를 원정대에 발송하도록 노력할 것이다. 완벽하게 작성된 신청서를 관광성에 제출한다면 선택된 봉우리에 대하여 입산허가를 신뢰해도 될 것이다.
Government reserves the right to allot a particular peak through any route to more than one party in the same season.
8. 파키스탄 정부는 동일 시즌에 지정된 봉우리에 1개의 원정대 이상을 같거나 다른 루트로 허가 할수가 있다.
II. CANCELLATION
Ⅱ. 허가의 취소
9. Government has the right to cancel the allotment of peak at any time without assigning any reason. Amount of royalty deposited shall be refunded in such cases.
9. 정부는 이유를 막론하고 언제라도 봉우리의 배정을 취소할수 있다. 이때 지불된 입산료는 환불 될 것이다.
10. In case, however, a party postpones/cancels its mountaineering plan for its own reasons, it shall so inform the Tourism Division by quickest possible means. In such a case royalty deposited shall neither be refunded nor it could be carried forward for future mountaineering in Pakistan. Change in the booking period during the same mountaineering season is possible subject to availability of the peaks/route for revised date.
10. 한편, 원정대가 원정계획을 연기 및 취소하는 경우에는 가장 신속한 방법으로 관광성에 알려야 한다. 이러한 경우에 보관된 허가비는 환불 되지 않으며 향후 등반을 위해 이월될 수 없다. 그러나 원정대가 동일 등반시즌에 예약된 등반기간의 변경은 변경된 날짜의 대상산과 루트의 상황이 허용하는 범위에서 가능하다.
III. BRIEFING/DE-BRIEFING
Ⅲ. 원정에 관한 설명 및 보고(브리핑)
11. The expedition upon arrival in Rawalpindi/Islamabad should see the officer concerned in Tourism Division for arranging meeting with the Liaison Officer and assistance on matters like insurance, purchase of rations and allied matters. After completing these formalities leader of the expedition shall ask for a date of formal briefing. For this purpose he shall give a minimum notice of 24 hours excluding Friday and Holidays. The preparatory work would entail a stay of about four-five day in Islamabad/Rawalpindi.
11. 원정대는 라왈핀디/이슬라마바드에 도착한 즉시 관광성에 MEETING 절차를 밟는 것이 중요하며 정부 연락관과 보험금의 지불,식량의 구입을 해주어야만 한다. 이러한 절차가 끝난 후에 대장은 관련 공무원에게 공식 브리핑 일자를 요청해야 한다. 이러한 목적으로 관련공무원은 금요일과 휴일을 제외한 최소 24시간 전에 통보할 것이다. 준비업무는 라왈핀디/이슬라마바드에서 약 4∼5일의 체류를 요할 것이다.
12. On return from the mountains the leaders of the party shall inform the concerned officer in the Tourism Division and obtain a date for debriefing by giving him minimum notice of 24 hours excluding Friday and holidays.
Note: No party will leave for the mountains without formal briefing or leave the country without formal debriefing.
12. 등반을 마치고 산에서 귀환한 원정대의 대장은 즉시 관광성의 관련 공무원에게 알려야 하며,금요일과 휴일을 제외한 최소 24시간 전에 통보되는 보고회의 일자를 배정 받아야 한다. (주의):원정대는 등반전의 의례적인 브리핑이나 등반 후 의례적인 재 브리핑을 같지 않았다면 산으로나 자국으로 떠날 수가 없을 것이다.
IV. LIAISON OFFICER(L.O)
Ⅳ. 정부연락관
13. A party shall include in the expedition, as its member at least one L.O to be detailed by the Government of Pakistan.
13. 원정대는 정부에 의해 배정되는 적어도 한명의 정부연락관을 원정대의 대원으로서 동반해야 한다.
14. A party shall pay for his food, accommodation and transport for mountains and back from the reporting date of the expedition in Islamabad till date the party debriefed.
14. 원정대는 정부연락관이 대장에게 신고한 날부터 이슬라마바드 귀환 후 보고일 까지의 그의 음식 및 숙박 그리고 교통편 일체를 제공해야 한다.
15. During the stay of a party at Rawalpindi/Islamabad the L.O will be given daily allowance at the rate of US$ 30/-per day. The L.O in a city of Northern Areas (such as Skardu, Gilgit etc) is to be pad US$ 15 per day and accommodation.
15. 원정대가 숙박시설을 할 수 없거나 가능치 않은 지역에서 야영할 경우,원정대는 야영지와 롯지를 알선해야 하고 라왈핀디/이슬라마바드에 머무는 기간동안 하루에 US $30을 지급해야 한다. 스카루트/길기트와 같은 북쪽 지역의 도시에 체류 시에는 1일 미화 $15과 숙박비를 지급해야 한다.
16. A L.O shall carry his personal equipment like any other member of the party.
16. 정부연락관은 원정대의 다른 대원과 같이 그의 개인장비를 휴대해야 한다.
17. A L.O shall be consulted on routes and local customs and if desired on matters such as transport, accommodation and rations,. If however, a leader disagrees with L.O he shall give him in writing the reasons for such disagreement.
17. 정부연락관은 등반루트,인종문제,수송,숙박,현지관습등과 같은 일들에 관하여 자문을 해야 하며, 만약 대장이 그의 제언을 받아 들이지 않는다면 그 불일치의 이유를 서면으로 정부연락관에게 제출해야 한다.
18. A L.O shall extend maximum assistance to party in making purchases etc. he shall, however, not handle any cash nor undertake any financial transactions on behalf of leader/party
18. 정부연락관은 원정대가 물품 구입등을 준비하는데 최소한의 협조를 베풀어야 한다. 그러나 정부연락관은 어떠한 현금을 취급해서도 않되며 원정대나 대장을 대신하여 어떠한 재정상의 거래를 해서도 않된다.

Ⅴ. 용구 및 장비
(i) For Liaison Officer
(i) 정부연락관
19. A L.O shall accompany a party to a maximum height with the consent of the leader or at least stay at the base camp till the party descends and return with the party for debriefing at Islamabad. For this purpose a party shall provide him, free of cost necessary kit and equipment as detailed at Annexure-C in order to enable him to perform his duties without any risk to his person.
19. 정부연락관은 원정대장의 동의하에 최대한의 높이까지 원정대와 함께 동행할 수 있거나, 적어도 원정대가 B.C를 철수 할때까지 B.C에 상주해야 한다. 그리고 이슬라마바드에서 있을 디브리핑을 위해 원정대와 함께 귀환해야 한다. 원정대는 정부연락관이 어떠한 신상의 위험도 없이 그의 직무를 수행할 수 있도록 "부록 C"에 명기된 바와 같이 필요한 용구 및 장비를 무상으로 제공 하여야 한다.
20. Kit/equipment for L.O should be brought to his measurements sent to a party in advance. If a party does not receive measurements before its departure for Pakistan it may bring standard size kit and equipment. Shirt and jeans trousers may purchased in Pakistan to avoid size problems.
20. 정부연락관을 위한 용구 및 장비는 허가서와 함께 발송된 그의 치수에 준해서 제공해야 한다. 만약 발송된 그의 치수를 파키스탄 입국 전까지 받지 못했다면 표준치수의 등반구 및 장비를 준비하면 된다. 셔츠나 JEAN TROUSERS등은 파키스탄에서 구입하면 사이즈 문제는 피할 수 있을 것이다.
(ii) For Low Altitude Porters
(ii) 저소포터
21. A low altitude porter shall accompany a party upto the base camp (Maximum height 5,500 metres). For this purpose a party shall provide him with standard Kit/Equipment as detailed at Annexure-D free of cost.
21. 저소 포터는 베이스캠프(최고높이 5,500m)까지 원정대와 동행해야 한다. 이 목적을 위해 원정대는 저소 포터에게 "부록 D"에 명시된 장비를 무료로 제공해야 한다.
22. In case a low altitude porter is desired by the party to go above 5,500 metres (except passes enroute) he shall be entitled to kit/equipment and ration as prescribed for high altitude porters at Annexure-E.
22. 만약 저소포터를 5,500m이상의 고소를 운행케 하려면 그에게 고소포터에게 지급되는 장비 및 식량을 "부록 E"에 명시된 바와같이 무료로 공급받을 권리가 있다.
23. The cook will be provided the kit/equipment (except climbing tools) of high altitude porters.
23. 요리사(쿡)에게는 고소포터의 지급장비 중 등반 장비를 제외한 용구 및 장비를 지급해야 한다.
(iii) For High Altitude Porters
(iii) 고소포터
24. A party shall arrange to provide, free of cost, standard kit and equipment to high altitude porter as detailed at Annexure-E in order to enable him to perform his duties.
24. 원정대는 고소포터의 직무를 수행하도록 하기위해 "부록 E"에 명시된 표준의 용구 및 장비를 무료로 제공해야 한다.
(iv) For Communication

25. A party shall be equipped with reasonable communication means such as Walkie talkie, Radio/Transistor set, and a high powered transmitter for communication from mountains with district headquarters (optional frequencies allotted are 5201 KHZ, 6996 KHZ, 10282 KHZ, 15951 KHZ and 16411KHz
25. 원정대는 통신을 할수있는 휴대용 무전기,트랜지스터 라디오,고출력 송신기를 산에서 본부로 송출할 수 있도록 갖추어야 한다. (허가된 주파수는 : 5201KHz,6996KHz,10282KHz,15951KHz,16411KHz)
(v) General

26. Kit/equipment for porters shall be handed over to them in the presence of L.O prior to the start of caravan.
26. 포터들을 위한 용구 및 장비는 카라반 시작에 앞서 정부연락관의 입회하에 배포 되어야 한다.
27. No party shall be allowed to proceed to its destination if the kit/equipment provided by it to L.O/Porters is found incomplete or sub-standard in quality. Before leaving Rawalpindi/Islamabad a L.O shall satisfy himself that the kit/equipment is complete and of required standard. Kit and equipment given to L.O is returnable but, the items of personal use and clothing such as jackets, trousers, shirts, gloves, socks, caps, approach march boots, pullovers, rucksack and sleeping bag are to retained by the Liaison Officer.
27. 정부연락관과 포터들에게 지급된 장비가 부족하거나 품질이 수준 이하일 경우, 원정대는 대상산으로 출발할 수 없다. 이슬라마바드를 출발하기 전 정부연락관은 지급된 용구 및 장비들이 완전하고 규정된 표준의 것인가를 확인해야 한다. 원정대는 지급했던 용구 및 장비들을 회수할수 있다. 그러나 지급된 장비 중 자켓, 바지, 셔츠, 장갑, 양말, 모자, 카라반신발, 스웨터, 배낭, 침낭 등과 같은 개인적 용도에 사용된 물품을 제외한 장비는 되돌려 받을 수 있다.
28. Use of communication system: it will be dvisable to proper communication system by a party. The L.O will also be provided appropriate communicational equipment. The obtaining clearance of communication system to be used by the party is indispensable which should be intimated well in time on prescribe form (Annexure-K).
28. 통신장비의 사용: 적합한 통신장비의 휴대는 권장된다. 정부연락관도 적당한 통신장비를 휴대해야 한다. 원정대가 사용하는 통신장비의 허가취득을 위해 “부록-K”의 양식을 작성, 기한 내에 제출해야 한다.
VI. IMPORT/EXPORT OF EQUIPMENT
VI. 용구 및 장비의 반입/반출
29. Equipment, non-consumable and consumable stores imported by a party into Pakistan shall be subject to the following conditions:
29. 원정대가 파키스탄으로 반입해온 장비와 소모품 및 비소모품은 다음과 같은 조건을 충족해야 한다.
(a)Equipment and non consumable stores will be allowed temporary entry free of customs duty and sales tax livable there on subject to an undertaking (Annexure-F) being furnished by leader of the expedition to the effect that the equipment etc. will be re-exported out of Pakistan on completion of the mission and that no part of it will be sold or otherwise disposed of in Pakistan, failing which duty and sales tax livable thereon will be paid.
(a) 장비와 비소모품은 원정대가 등반을 마친후 파키스탄 영토 내에서 매매하거나 처분하지 않고 다시 가지고 떠나는 경우에 한하여 원정대장의 서약 "부록 F"를 받은 이후 통관세와 각종 과세를 임시로 면세 받을 수 있다. 그러나 이러한 규정이 지켜지지 않을 경우에는 물품의 매매에 따른 세금이 징수된다.
Consumable stores and medicines will be allowed exemption from customs duty and sales tax subject to the said undertaking (Annexure-F) being furnished by the leader of the expedition to the effect that they will be used for the purpose for which they that they will be used for the purpose for which they have been imported and will not be sold or otherwise disposed off in Pakistan failing which customs duty and sales tax livable thereon will be paid. The un-consumed portion will be re-exported out of Pakistan on completion of the mission.
(b) 소모품과 의약품은 원정대가 등반을 위해 반입한 소모품과의 약품은 본래의 목적에만 사용한 뒤 팔거나 처분하지 않고 다시 가져갈 경우에 "부록 F"에 따른 원정대자의 서약을 받고 면세 혜택을 받을수 있다. 위반시에는 마찬가지로 물품의 매매에 따른 세금이 징수된다. 등반을 마친 후에도 소비되지 않은 부분은 파키스탄 밖으로 반출해야 한다.
Above conditions shall not apply when donation of consumable stores and medicines etc. is made in Pakistan with the prior permission of the Government and for which official receipt will be issued.
(C) 위의 조항은 소모품 및 의약품 등을 파키스탄 당국의 사전 허가를 얻은 후 파키스탄 지역에서 기증하는 경우에는 위의 항목에 해당되지 않으며, 이에 대해 영수증이 발급된다.
30. A party shall send to Tourism Division an application in triplicate as per said Annexure-F alongwith three copies of the list equipment. Cost price of all the items shall also be shown on the said list. Tourism Division shall return one copy to the party after affixing signature/seal. Another copy shall be sent to the customs authority at the point of entry who shall clear the equipment when it arrives with a party.
30. 원정대는 위에 언급한 "부록 F"에 나와있는 서약서 3부를 작성하여 원정대 물품목록의 사본(Packing List)과 함께 파키스탄 관광성에 제출해야 하고,이 목록에는 모든 물품의 가격이 명기되어야 한다. 관광성은 사본 1부를 서명/봉인하여 원정대에게 되돌려 주고,다른 1부는 원정대가 파키스탄에 도착하여 장비를 통관하게 되는 세관으로 보내진다.
31. If some equipment is to be sent to Pakistan in advance. Tourism Division shall be so informed. In that case one copy of the application at the said Annexure-F alongwith its enclosures, shall be handed over to a clearing a forwarding agent to be nominated for this purpose by a party. Another copy shall be sent to the customs authority at the point of entry.
31. 원정대가 장비의 일부를 파키스탄에 미리 보낼 경우에는 관광성에 사실을 통보해야 한다. 이러한 경우 원정대는 장비의 운송을 위한 대리인을 지정하여 언급한 "부록 F"및 장비목록의 사본 1부를 작성하여 보내고 ,화물이 도착할 시점에 맞춰 세관에도 동일한 사본 1부를 보내야 한다.
32. After clearance of the equipment, the local agency shall have to arrange for its transport, storage and protection till it is handed over to the party on arrival. He shall also pay local octroi duty, if any. He shall be advised to contact a representative of Tourism Division in case of difficulty 32. 장비의 통관이 끝나면 대행사(대리인)은 원정대가 도착하여 장비를 인수할때까지 장비의 운송과 보관 및 보호를 위한 제반사항을 처리해야 한다. 만일 해당지역에 물품 입시세(入試說)가 있다면 대리인이 지불해야 하고 기타 관련된 문제가 발생할 경우에는 관광성의 관련자와 교섭해야 한다.
VII. WAGES OF PORTERS & TRANSPORT HIRE CHARGES Ⅶ. 포터의 임금과 운송비 및 임대료
33. A rough idea on wages and charges for animal and mechanical transport will be communicated to the party alongwith the formal permission letter.
33. 포터를 고용하거나 운송을 위하여 동물 및 기계적인 수단을 임대하는 경우에는 공식적인 허가서와 함께 요금에 관한 내용이 협정되어야 한다.
34. Payment of wages to porters shall be made when they are discharged. However, if a porter requires an advance payment, this may be given in the presence of L.O/Guide and receipt obtained.
34. 포터의 고용 임금은 일이 끝날 때 지불해야 한다. 포터가 추가비용을 요구한다면, 정부연락관/가이드의 입회 하에 영수증을 받고 지불 해야한다.
35. In addition to daily wages, a party shall provide to a low altitude porter free rations as per Annexure-G or money in lieu of rations, as fixed by the Government from the day he is engaged till the day he is discharged.
35. "부록 G"에 따라 원정대는 현지 저소포터들에 대하여 정부 당국이 규정한바 고용일로 부터 종료일까지 당일 이외의 식대를 무상으로 지불하거나 식사를 제공해야 한다.
36. Similarly, free rations shall be provided to high altitude porter as per Annexure-H from the day he goes above 5,500 meters.
36. "부록 H"에 따라 원정대는 고소 포터들이 5,500m이상 등반하는 날에 따라 식사를 제공하거나 식량을 무상으로 제공해야 한다.
37.Except in the case of sickness/injury no wages shall be paid to a porter for a day on which he does not work. If however, a party wants to have a rest day then porter(s) shall be paid full wages etc.
37. 운행하지 않는 포터에 대해서는 병들거나 다친경우 해당일에 대한 임금을 지불하지 않는다. 그러나 원정대의 자체 휴일에는 운행일과 마찬가지로 임금의 전액 및 식사를 제공해야 한다.
38. For forced halts on bad weather days a party shall pay to porter full daily wages and rations. Decision of a leader about movement on such days shall be final. If, however, L.O feels that the weather is too bad to march, he may ask the leader to halt the party. In case of disagreement with the advice of L.O the leader should give in writing the reasons for such disagreement.
38. 악천후로 인하여 운행이 정지될 경우에도 원정대는 포터에게 임금전액과 식사배급(혹은,식대)를 지불해야 한다. 악천후시 운행 여부의 결정권은 대장에게 있으나 정부연락관의 기상조건이 지나치게 나빠 운행이 불가능할 것으로 판단되면 원정대장에게 운행 정지를 요청할 수 있다. 이때 대장이 정부연락관의 판단에 동의하지 않을 경우, 대장은 그에 대한 이유를 서면으로 정부연락관에게 제출해야 한다.
39. A porter marching with a party for more than seven days shall be allowed every seventh days as holiday with full daily wages etc.
39. 7일 이상 원정대와 함께 운행을 계속한 포터에 대해서는 매주 7일째 되는 날마다 하루씩 유급휴가를 지급해야 하며, 하루임금 전액을 받는다.
VIII. INSURANCE

40. A Liaison Officer shall be covered by an insurance of Rs. 300,000/(Rupees three hundred thousand) only. In case of partial disablement the amount of compensation shall be proportionate to the percentage of disablement as declared by a competent authority.
40. 정부연락관에 대한 보상 한도액은 300,000Rs이고,정부연락관이 부분적으로 불구가 될 경우에는 관계당국이 정한 등급에 따라 적절한 보상금을 받는다.
41. A high altitude porter shall be insured for a sum of Rs. 200,000(Rupees two hundred thousand) only. In case of a partial disablement, the amount, of compensation shall be proportionate to the percentage of disablement as declared by a Civil Surgeon. 41. 고소포터는 200,000Rs에 상당 하는 보험에 가입되고,부분적으로 불구가 될 경우에는 관계당국이 정한 등급에 따라 적절한 보상금을 받는다.
42. A low altitude porter shall be insured for a sum of Rs.100,000 (Rupees one hundred thousands) only in case a partial disablement, the amount, of compensation shall be proportionate to the percentage of disablement as declared by a Civil Surgeon.
42. 현지포터는 100,000Rs에 상당 하는 보험에 가입되고,부분적으로 불구가 될 경우에는 관계당국이 정한 등급에 따라 적절한 보상금을 받는다.
43. Insurance cover shall be provided through a Pakistani company and Government shall help a party in getting this facility in Pakistan if so requested
43. 보험의 보증금은 파키스탄 보험회사를 통하여 지불되어야 하고, 파키스탄 정부는 원정대의 요청이 있을 때 파키스탄 내에서의 편의를 위해 지원 할수 있다.
IX. MEDICAL TREATMENT Ⅸ. 치료
44. If in the opinion of a doctor/first aid specialist evacuation of a sick/injured porter from the mountain to a hospital in a district headquarter Gilgit, Skardu or Chitral is necessary then the said party shall pay for his evacuation by a helicopter or other means. In case a L.O feels that the porter is very sick and is not being evacuated, he shall ask the leader to arrange for his evacuation. If the leader disagrees with advice of L.O he shall give him in writing the reasons for such disagreement. The said statement would also need to be countersigned by the expeditions doctor/first-aid specialist.
44. 만약 환자인 포터의 병세가 악화되어 의사가 길기트,스카루드 혹은 치트랄 지역의 병원으로 긴급 후송이 필요하다고 판단할 경우,원정대는 헬리콥터나 다른 수송수단에 의한 환자의 후송 비용을 부담해야 한다. 환자의 후송 여부에 대한 결정권은 원정대장에게 있으나 정부연락관이 필요하다고 판단하는 경우 대장에게 환자의 후송을 요청할 수 있다. 이때 대장이 정부연락관의 의견에 찬성하지 않는다면 그 이유를 서면으로 제출해야 하고,여기에는 원정대의 의사나 응급처치 전문가의 서명이 들어 있어야 한다.
45. A party is not responsible to pay for the evacuation and medical treatment of a sick/injured L.O as the same shall be borne by his detailing/recommending authority.
45. 정부연락관이 위와 같은 경우에 처하면 그 후송 비용은 원정대가 부담하지 않고 관계당국이 지불한다.
46. During sickness/injury in the mountains or hospitalization, a party shall pay half of the daily wages to a porter till the date it leaves the district headquarters for Rawalpindi/Islamabad
46. 환자인 포터가 후송되어 치료를 받는 기간 중 원정대는 후송지역에서 라왈핀디나 이슬라마바드를 향해 출발하는 날까지에 해당하는 임금의 반액을 포터에게 지불해야 한다.
47. Medical facilities including surgical operations etc. are generally provided free of cost in Pakistani hospitals. Should some sickness/injuries to porters entail some expenditure, a party shall pay for the same. In case of death of a porter/cook or other hired person, the expedition would responsible for the transportation of the dead body from the place of the casualty to the place of hiring.
47. 일반적으로 파키스탄 병원에서의 외과치료 등을 포함한 의료 편의시설은 무료로 제공되나, 병이나 상처에 대한 치료에 따른 비용은 원정대가 부담해야 한다. 포터나 쿡, 기타 고용인이 사망할 경우, 원정대는 사고발생 지점에서 고용지점 까지 사체를 운구할 책임이 있다.

Note: Expeditions are required to deposit full amount of royalty with the nearest Embassy/Consulate/Tourism Division Government of Pakistan at the time of making application for booking of a Peak. The Head of account for depositing the royalty is:-
주의. 원정대는 인근 파키스탄 대사관/영사관/파키스탄 정부 관광국에 봉우리의 예약을 위한 신청서를 제출하는 동시에 입산료 전액을 예치해야 한다. 예치 계좌는 다음과 같다.

49. An embassy/Consulate shall forward to the Tourism Division a copy of the royalty, number and date of receipt issued may clearly be mentioned on the covering letter.
49. 해당국의 대사관/영사관은 입산료에 대해 발행한 영수증의 사본 1부를 파키스탄 관광성에 발송해야 한다. 납부된 입산료 총액,발행된 영수증 번호,영수증 발행일자 등을 받을 항목에 대하여 언급해야만 한다.
50. A party shall indicate in its application form its order of preference for attempting the peak. In case the preference of a party is for the allotment of lower peak and the party is allotted a higher peak out of its preference it shall deposit the balance of the royalty within two week of receipt of communication from Tourism Division. In case the balance amount is not deposited within the stipulated period the allotment shall automatically stand cancelled. The amount of royalty collected shall not be refunded to the party whose allotment has been cancelled.
50. 앞서 언급된 규정에 의해서 원정대는 등반 대상지 중 등반 허가 및 배정을 원하는 순서에 따라 신청서에 명기해야 한다. 지원한 순위의 등반 예정지 중 제 1지망 보다 높은 고도의 등반지를 배정 받은 원정대는 입산료의 차액을 해당국 파키스탄 대사관의 통보 일로 부터 14일 이내에 예치해야 한다. 만일 입산료 차액이 기한내에 납부되지 않으면 배정은 자동적으로 취소된다. 등반 예정지의 배정이 취소된 원정대에게는 이미 납부한 입산료를 반환하지 않는다.
51. In case the first preference of a party is for the allotment of higher peak but it is allotted a lower peak out of its preference the balance of the royalty shall be refunded to it by the concerned Embassy/Consulate of Pakistan on receipt of a letter of authorization from the Tourism Division. 51. 이와 반대로 실제 지원했던 곳보다 낮은 고도의 등반지를 배정 받은 원정대에게는 해당국의 파키스탄 대사관/영사관에서 본국 관광성의 위임장을 받아 입산료의 차액을 되돌려 준다.
52. It shall be binding on a party to accept the allotment of a peak if it is one of those mentioned by it in its application form. In case of refusal to accept the allotment, the amount of royalty stand forfeited.
52. 입산신청서에 명기한 등반 예정지 중 한곳을 배정 받은 원정대는 그곳으로 등반해야 하고,배정된 등반지를 거부하는 원정대에 대해서는 입산료 전액을 몰수하게 된다.
53. If a party indicates its order of preference within a list of peaks submitted by it and all those peaks have already been allotted to other parties, it shall be asked to identify more peaks. In case of its inability to do so,the whole of its royalty shall be refunded to it.
53. 만약 원정대의 우선순위에 따른 등반 예정지가 이미 다른 원정대에게 모두 배정 되었다면 원정대는 그 이외의 다른 곳으로 등반을 원하지 않는 경우에 한해서 입산료 전액을 돌려 받게 된다.
54. A foreign-cum-Pakistan party and a Pakistani-cum-foreign party shall deposit the full amount of royalty for the allotment of a peak. In case it qualifies for a discount of 50% on the royalty the balance of the amount shall be refunded to it accordingly.
54. 파키스탄인 대원이 포함된 외국 원정대나 외국인 대원을 포함한 파키스탄 원정대도 등반지를 배정 받기 위해서는 예치금의 전액을 납부해야 한다. 단,이 경우에는 입산료의 50%가 할인되고, 이에 따른 차액은 차후에 반환된다.
Note: A foreign expedition party shall be allowed to get Pakistani member only from any Pakistani Mountaineering Club registered with the Tourism Division, Similarly such a Pakistan Club shall be allowed to organise a Pakistani-cum-Foreign expedition if it is registered with the Tourism Division.
주의.외국 원정대의 대원으로 등반 할수 있는 파키스탄인의 자격은 관광성에 등록된 산악회 회원 이어야 한다. 마찬가지로 관광성에 등록된 산악회원은 외국 대원을 포함하여 원정대를 조직 할수가 있다.
XI.PHOTOGRAPHY
ⅩⅠ. 촬 영

55. Aerial photography of mountain peaks enroute to Northern Areas and Chitral is allowed after notifying the pilot of an aircraft or the Liaison Officer.
55. 항공사진은 산맥의 북부지방 일대와 치트랄(chitral) 지방에서는 항공기 조종사나 정부연락관에게 신고한 이후에 촬영해야 한다.

56. A party shall not photograph the following objects during its stay in Pakistan.
-Any Army, Navy and Air Force installations.
-Any equipment of Armed Forces such as ships/establishments, guns, tanks, vehicles aircraft and arms etc.
-Any Pakistan Aerodromes or its connected building and installations.
-Any tribal lady/ladies.
-Any other notified prohibited area/place
56. 원정대는 파키스탄 체류기간 동안 다음과 같은 대상을 촬영할 수 없다.
- 각 군부대,육.해.공군의 군사시설
- 각 군부대의 장비,함포,함대,대포,탱크,차량,항공기,병기등
- 항공기 및 공항,공항 인접 건물,시설물
- 원주민 중의 여자/여자들
- 기타 금지된 지역 및 장소
(iii) Making of Commercial Film including TV.
(iii) 상업 광고의 촬영제작 (T.V 포함)
57.Subject to above, a party attempting a peak, situated in closed zone (i.e 10 miles belt and 30 mile belt of Pakistan boarder with foreign countries) may take photograph/make films under direct supervision of L.O.
57. 언급한 촬영금지 대상을 제외 한다면 원정대는 등반도중 가까운 지역(예를들면 파키스탄 국경지대의 10마일 지대와 30마일 지대)에 접근하여 정부연락관이 지켜보는 가운데 사진을 찍거나 영화를 촬영 할수 있다.
58. For this purpose, a party shall identify one member of its team as the photographer for shooting of a film of academic interest. If, however, a party wants to include in the team some professional films, the professional photographer(s) in that case shall be accompanied by an additional L.O. under the same Terms and Conditions as for the L.O. Under this arrangement, professional photographers shall not be allowed to break into units.
58. 이러한 목적을 위하여 원정대는 학술적 흥미에 따라 영화를 촬영하려는 사진 기술자를 대원으로 참가 시킬 수 있다. 그러나 원정대에 학술적 이외의 상업광고를 촬영하려는 전문기술자가 포함되어 있을 경우에는,정부연락관 한 사람이 추가로 동행하여 원정대에 대한 정부연락관의 임무와 동일한 조건 아래 상업광고의 촬영을 감독하게 된다. 이러한 상황 하에서 원정대에 단체 행동에서 벗어나는 전문 사진사의 어떤 행위도 허용되지 않는다.
59. Export of such films out of Pakistan shall be allowed only after the L.O has certified that defence installations and prohibited areas/places were not photographed.
59. 상업용 영화는 군사시설과 금지구역/장소가 촬영되지 않았다는 정부연락관의 확인이 있은 후 파키스탄 밖으로 반출될 수 있다.
60. A L.O shall inform a party of the objects, which are allowed to be photographed / filmed. If he is convinced that key/defence installations are being photographed, he shall forbid the photographer from taking such photographs or making such films, if a photographer does not comply with his advice, the matter shall be reported to police who shall proceed against such photographer under official Secrets Act 1923.
60. 원정대가 어떤 대상을 촬영하려 할 때 정부연락관은 그 대상물의 촬영가능 여부를 원정대에게 주지시켜 주어야 한다. 만일 금지대상이 촬영되었다고 판단되어질 경우 정부연락관은 그러한 사진이나 영화의 촬영을 금지 시킬 수 있다. 이때 촬영자가 지시에 따르지 않았다면 정부연락관은 공무기밀 제 1923조에 의하여 해당 경위를 경찰에 보고해야 한다.
61. Still photographs, commercial films and films of academic interest taken/made in rest of Pakistan shall not be subject to these restriction except restrictions mentioned at Para 54 and 58.
61. 등반지 이외의 파키스탄내 다른지역에 대한 정물사진이나 상업광고 및 학술적 흥미의 연화는 54조와 58조에서 언급한 경우를 제외 한다면 제한의 대상이 되지 않는다.
62. Permission to photography is subject to the condition that a party shall supply to the Government of Pakistan free of cost and freight one copy/print of film of academic interest/commercial film made and one set of photograph taken.
62. 기타 지역에 대한 촬영 허가는 원정대가 학술적 상업적으로 촬영한 모든 사진과 필름의 사본을 무료로 파키스탄 정부에 제공한다는 조건에 따라 이루어 진다.
XII. JOINT EXPEDITION PARTIES
ⅩⅡ. 합동등반대
(a) Foreign-cum-Pakistan party:
(a) 파키스탄인을 포함한 외국 원정대
63. A party assuming the nature of a joint expedition, which would include Pakistanis as climbers, shall get a discount of 50% on the amount of royalty. In this case the number of Pakistani climbers shall not be less than half of the total number of foreign members in a party including its leader. In special cases the Tourism Division may relax the number of Pakistanis to one-third of foreigners 63. 국적이 다른 합동원정대에 파키스탄 대원이 포함되어 있을 경우 이에 따른 입산료 총액의 50%의 할인 혜택이 주어진다. 이때 파키스탄 대원의 수는 대장을 포함한 외국인 대원수의 1/2이상이어야 한다. 특별한 경우에 한하여 관광성의 재량에 따라 외국인 대원수의 1/3에 해당하는 파키스탄 대원수의 경우 까지도 할인 혜택을 받을 수 있다.
64. If, however, the said one-third number cannot be mustered then there shall be no collaboration between a Pakistani party and foreign party.
64. 그러나 파키스탄 대원의 수가 전체 외국인 대원수의 1/3에 미달 하는 경우에는 파키스탄 원정대의 합동 원정대를 구성할 수 없다
65. Particulars of Pakistani climbers, in five copies, shall be obtained on Performa at Annex. "I" by foreign party from any Pakistani Alpine Club which shall ensure that experienced climber are nominated for the purpose on all Pakistan basis. These particulars shall then be attached to an application form.
65. 외국 원정대는 파키스탄 산악회를 통하여 해당 기준에 따라 적절하게 추천을 받은 파키스탄 대원들의 개인별 신상명세서를 각 5부씩 작성하여 서류와 함께 "부록 I"의 양식에 따라 제출한다.
66. Under these arrangements a leader shall be foreigner while deputy leader shall be a Pakistani.
66. 이러한 준비과정을 거쳐 외국인 대원 중 대장을 정하고 파키스탄 대원중의 한 사람을 부대장으로 선출한다.
(b) Pakistan-cum-Foreign Party:
(b) 외국인을 포함한 파키스탄 원정대
67. A Pakistani party which may include in its expedition foreign national as members, shall pay 50% of the royalty chargeable for a peak proposed to be attempted. In this case the number of foreign climbers shall not exceed that of Pakistani climbers or be less than one-third of the total number of Pakistanis. However, a party having a single foreigner will stand exempted from the operation of this para.
67. 외국인이 대원으로 포함된 파키스탄 원정대는 등반 예정지의 등급에 따른 입산료의 50%를 예치해야 한다. 이때 외국인 대원수는 파키스탄 대원수를 초과하지 못하거나 파키스탄 대원수의 1/3 미만이어야 한다. 그러나 외국인 대원이 단 한 사람일 경우에는 이러한 조항에 해당되지 않는다.
68. Particulars of all foreign climbers shall be obtained by a Pakistani party on Performa at Annex "B" and supplied in five copies, alongwith an application form at Annex. "A" to Tourism Division at least 4 months in advance of their arrival.
68. 파키스탄 원정대는 "부록 A"와 함께 외국인 대원의 신상명세서를 작성하여 각 5부씩을 서류"부록 B"의 양식에 따라 관광성에 제출한다. 이때 서류의 제출도 외국인 대원이 파키스탄에 입국하기 최소한 4개월 이내에 관광성에 제출 되어야만 한다.
69. Under these arrangements a leader shall be Pakistani while a deputy leader may be a foreigner.
69. 이와 같이 구성된 합동 원정대의 대장은 파키스탄인으로,부대장은 외국인으로 각각 선출한다.
70. A foreign-cum-Pakistani or a Pakistani or a Pakistani-cum-foreign expedition party shall be accompanied by a L.O.
70. 파키스탄 대원을 포함한 외국 원정대와 외국인 대원을 포함한 파키스탄 원정대의 경우 모든 정부연락관 한 사람을 동행하여 등반해야 한다.
71. A party consisting of Pakistani climbers only shall, however, be exempt from payment of royalty. It shall, however, deposit with Tourism Division particulars of all the members, including the leader on Performa at Annex. "I" Pakistani expeditions need no L.O’s.
71. 전원 파키스탄 대원으로 구성된 원정대는 입산료 납부제에 해당되지 않는다. 그러나 다른 원정대와 마찬가지로 대장을 포함한 전 대원의 신상명세서를 "부록 I"의 양식에 따라 관광성에 제출해야 하고 정부연락관의 배정은 필요 없다.
72. Foreigners and Pakistanis climbing peaks under these arrangements shall be subject to relevant provisions of these Terms and Conditions wherever applicable.
72. 이렇게 구성된 합동 원정대의 정상등정은 등반규정이 허락하는 모든 가능한 범위 내에서 적절하게 이루어져야 한다.
73. Only two joint expeditions will be allowed (on first-cum-first basis) every year, which are to be recommended by a Club registered with Pakistan Sports Board/affiliated with the U.I.A.A 73. 한 해에 오직 두개의 합동원정대만이 구성될 수 있다. (합동원정대가 처음인 외국인과 파키스탄인에게 우선권이 있다.) 이 합동 원정대는 파키스탄 체육부에 등록 되었거나 국제 산악연맹에 가입된 파키스탄내 산악단체의 추천을 받아야 한다.
XIII. ACCIDENTS
XIII. 사 고
74.In case of accident/death of member of a party, the leader shall notify the L.O. who shall report the matter to the nearest police station and get in touch with Deputy Commissioner of the area for any assistance that may be felt necessary.
74. 등반도중 대원이 사고를 당하거나 사망할 경우,대장은 정부연락관에게 경위를 통보해야 한다. 정부연락관은 사고사실을 가장 가까운 경찰서에 신고하고 필요한 경우 원조를 요청하기 위한 지방 행정관과 연락을 해야 한다.
75. If any assistance from the Pakistani Army is needed, the L.O. shall so inform the Deputy Commissioner who shall arrange such assistance.
75. 만약,파키스탄 군부대의 지원이 필요한 경우,정부연락관은 필요한 조치를 명령할 수 있는 담당 행정관에게 그 사실을 보고해야 한다.
76. If helicopter is needed, FCNA/Local Administration would arrange for the same, on payment basis Mountaineering expedition will guarantee rescue operation funds to the tune of US$ 6000 or provide guarantee from their respective Diplomatic Mission in Pakistan or an undertaking from Government approved Tour Operators failing which they will not be allowed to attempt peaks in Pakistani.
76. 만약,헬리콥터가 필요하게 되면 FCNA/지방 행정관은 원정대가 경비를 부담한다는 조건으로 헬리콥터를 지원한다. 원정대들은 구조 요청용 예치금 US $6000 또는 파키스탄에 주재하고 있는 각국 대사관/영사관이나 또는 파키스탄 정부가 인증한 대행사의 보증을 획득 제출해야 한다.(의무사항은 아님.)
77. In case of death of a member, a L.O. shall obtain a necessary death certificate from local Deputy Commissioner before leaving the area.
77. 대원이 사망한 경우 정부연락관은 지방 행정관이 사고지역을 떠나기 전에 필요한 사망 증명서를 받아야 한다.
78. In case of accident/death of low/high altitude porter, action shall be taken on the above lines. In addition, a L.O. shall obtain from the Civil Surgeon concerned a certificate of his/their disablement/death for insurance purposes.
78. 고소/저소 포터의 조난 및 사망 시에도 위와 같은 조치가 취해져야 하며,정부연락관은 그 이외의 보험 혜택을 위하여 공중보건의로 부터 사고로 인한 불구나 사망에 대한 증명서를 수령해야 한다.
79. In case of injury/death of L.O. the leader shall inform the Deputy Commissioner of the area who, in turn, shall inform the army authorities/Tourism Division.
79. 정부연락관의 상해를 입거나 사망할 경우에는 대장이 해당 지역의 지방 행정관에게 사고 사실을 통지하고,행정관은 군부대 당국과 관광성에게도 통보해야 한다
XIV. FOREIGN EXCHANGE

80.A party shall invariably encash Foreign Exchange from an authorized bank/money changer. For this purpose a certificate about the amount of Foreign Exchange surrendered shall be obtained from the said bank/authorized moneychanger.
80. 원정대는 반드시 공인된 은행이나 환전상에서 외국환을 환전해야 하고,은행이나 환전상은 환율대로 환전 된 외국환에 해당하는 금액의 증명서를 원정대에게 발행한다.
81. Exchange booths of banks authorized to deal in Foreign Exchange at the exit points are authorized to reconvert upto Rs. 500/- per. Person out of the unspent balance of Pak. Rupees obtained by encashment of foreign currency. For reconversion of the amount exceeding the said limit an office of the State Bank of Pakistan shall be approached through a bank authorized to deal in foreign exchange. 81. 파키스탄 루피가 남게 될 경우에 원정대는 개인 당 500Rs의 한도까지 공정환율의 적용을 받아 외국환을 거래하는 지정된 환전창구를 통해 재환전 할 수 있다. 이때 재 환전을 원하는 금액이 한계범위를 초과하게 되면, 환전은행을 통해 파키스탄 국립은행의 해당 관련부서와 교섭해야 한다.
82. A party shall convert its foreign currency into Pak. Rupee at Rawalpindi/Islamabad which shall then be taken to Gilgit/Skardu and Chitral. A party may, however, deposit the surplus/reserve amount in a bank at the above mentioned places, before leaving for mountains.
82. 원정대가 외국환을 파키스탄 루피로 환전할 수 있는 곳은 라왈핀디/이슬라마바드이고, 그 다음은 길기트/스카르드,그리고 치트랄 지역이다. 원정대는 등반개시 이전에 환전에 따른 잔액이나 예약금을 위 지역의 은행에 예치해야 한다.
83. Encashment of Foreign Exchange from anybody other than a bank or an authorized moneychanger is an offence under the Foreign Exchange Regulation Act, 1947.
83. 공인된 은행이나 환전상을 통해 이루어지지 않은 환전 횅위는"외국환 규정법 1947조"에 의해 위법으로 간주된다.
XV. OBSERVANCE OF SECURITY AND CONDITIONS FOR PUBLICATION OF MATERIAL
XV. 보안관찰 및 출판에 대한 규정
84. A party shall confine its activities to its objectives as declared in the application form.
84. 원정대는 입산신청서의 제 5항 및 제 6항에 명기한 목적의 범위에만 등반활동이 가능하다.
85. A party shall not indulge in any activity that might offend the religious sentiments and social or moral usages and customs of the local people.
85. 원정대는 종교적 취지에 벗어나 원주민들의 사회적,도덕적 관습, 전통에 위배되는 어떠한 행동도 마음대로 할수 없다.
86. A party shall not at any stage operate in more than one area and scale more than one peak.
86. 원정대는 어떠한 경우에 있어서도 한 지역과 한 등반지 이상의 등반이 허용되지 않는다.
87. Also a party shall not scale a peak by a route which goes through another peak.
87. 또한 원정대는 다른 등반지의 정상에 이르는 루트를 경유해서 등정할 수 없다.
88. A party shall not split into small groups while in the mountains. In cases of emergency a L.O. has the authority to allow splitting of a party.
88. 일단 조직된 원정대는 등반 활동 도중 다른 원정대로 나누어 질 수 없다. 단,비상 시에는 정부연락관의 허락이 있을 경우에 한한다.
89. A party shall not deviate from the specified route except in an emergency and with the permission of a L.O.
89. 비상시나 정부연락관의 승인을 받은 경우를 제외하고는 원정대는 지정된 루트를 벗어나 등반할 수 없다.
90. Maps etc if applied for and issued to a party shall be returned to the Government of Pakistan through L.O. before an expedition’s departure from Pakistan. A nominal amount of non-refundable money may also need to be deposited with the Government for use of these maps.
90. 원정대의 신청을 받아 지급된 지도 등의 지원물품은 원정대가 파키스탄을 떠나기 이전에 정부연락관을 통해 정부에 반환되어야 한다. 이때 당국에 명목상의 사용료를 지불해야 하고 이 금액은 반환되지 않는다.
91. Duplicate copies of photographical data collected during mountain climbing etc. shall be handed over to L.O.
91. 등반활동 도중 수집한 지형학적 관찰자료에 대하여 원정대는 그 사본을 정부연락관에게 넘겨 주어야 한다.
92. Should a party be of mountaineering-cum-scientific or exclusively scientific nature, the leader shall submit to the Pakistan authorities concerned for inspection of all the data/specimens/collections etc.
92. 과학적 취지를 겸한 등반이나 과학적 연구의 단일 목적을 위한 원정대는 모든 조사자료와 표본 및 수집물 등을 당국의 해당 부서에 제출해야 한다.
93. Export of all such collection without the prior permission of the Government of Pakistan is prohibited.
93. 등반활동 중 수집된 이러한 자료들은 정부의 사전 허가 없이 해외 유출이 금지된다.
94. A leader shall also provide a set of all such specimens to the Government of Pakistan.
94. 원정대장은 수집한 모든 표본 및 자료들을 파키스탄 정부에도 제출해야 한다.
95. Copies of research papers/documents prepared shall also be supplied, in duplicate, to the Government of Pakistan.
95. 또한 연구 논문이나 기타 서류등은 파키스탄 정부에 그 사본이 제출되어야 한다.

96. It is imperative to keep the mountains clean. Instructions contained in subsequent paras on the subject shall be strictly observed.
96. 반드시 산에 대한 정화는 유지되어야 한다. 다음 조항에서 밝힌 지시사항은 엄격히 준수 되어야 한다.
97. Every mountaineering party irrespective of its size shall contribute US$ 200/- or equivalent in Pakistani currency for Environment Protection Fund. The Head of Account for depositing this contribution is "Receipt of Tourism Division 130000-139000". This could be deposited by expeditions after their arrival in Pakistan in the State Bank of Pakistan or in the authorized branch of National Bank of Pakistan.
97. 어느 원정대든지 규모와 상관없이 US $200 이나 동등한 값어치의 파키스탄 통화를 환경정화 기금으로 기부해야만 한다. 환경정화 기금의 구좌는 "관광성의 수납"의"130000 - 139000"이다. 이 경우 원정등반대는 파키스탄에 도착하여 파키스탄 국립은행에 예치하거나 또는 공인된 파키스탄 국립은행의 출장소(지점)에 납부해야 한다.
98. Mountaineering parties shall also deposit refundable amount of US$ 1000 or equivalent in Pakistani currency in the authorized bank in Pakistan. The amount would be subject to forfeiture in full or in apart thereof in case the expedition or any of its members causes damage to environment.
98. 어느 원정대든지 US $1000 이나 동등한 값어치의 파키스탄 통화를 파키스탄 국립은행이나,공인된 파키스탄 국립은행의 출장소(지점)에 예치하여야 하며 환경정화 사항에 위배되거나 주위 상황에 따라서 전액이든지 일부 금액을 제한 후 부분적으로 반환된다.
99. A party shall leave a camping site clean. On return, a L.O. shall furnish a certificate that this condition has been fully complied with by a party.
99. 원정대는 각 캠프를 철수할 때 야영지를 깨끗이 보존해야 한다. 정부연락관은 하산하여 원정대가 이러한 규정을 모두 준수했는지의 여부에 대한 증명서를 발급해야 한다.
100. A party or its porters shall not damage the forest or animal wealth of the area. On return, a L.O. shall furnish a certificate that this condition has also been fully complied with by a party.
100. 원정대와 그 소속 포터들은 등반지역 내의 수목이나 동물에 해를 입힐 수 없다. 정부연락관은 이러한 사항에 대한 원정대의 규정준수 여부에 관한 증명서를 발급해야 한다.
101. In case it is established that a certain liaison officer gave false certificate, the matter would be brought to the notice of his detailing authority would proceed against him/her under the laid down rules on the subject. In case of Civilian Liaison Officer or guide his/her registration would be cancelled and he/she would be disqualified as a guide for a period of four years.
101. 특정 정부연락관이 잘못된 확인을 했을 경우, 이 사실은 그의 상관에게 보고되며 불이익을 받게된다. 민간인 정부연락관이나 가이드의 경우, 그의 면허가 취소되고 향후 4년 동안 일반 정부연락관/가이드로서 행동 할 수 없도록 부적격자로 판단하고 제재를 가할 것이다.
102. In case of breach of these rules (para 1-101, a party or all the members of such a party shall be disqualified for any further mountaineering expedition to Pakistan for a period of four years. In addition to this they may also be proceeded against under the relevant laws.
102. 위의 1조에서 101조 까지의 제반 규정을 위반할 경우 원정대와 소속 대원 전원은 향후 4년간 파키스탄 지역의 어떠한 원정대나 등반에 참가할 수 없으며, 관련법규에 따라 처벌을 받아야 한다.

103. party shall engage porters through local administration.
103. 원정대는 지방 행정부서를 통하여 현지포터를 고용해야 한다.
104. A low altitude porter shall carry a maximum weight of 25 kilos. He shall cover a minimum distance of 10 kilometers and maximum distance of 13 kilometers per day with suitable stoppages of 5-10 minutes after every hour. If there are some traditional nigh halts on the way, which are short of the said 10-13 kilometers, then porters may stay there for the night. He shall have to make up for the loss of mileage the next day.
104. 현지포터가 운반하는 짐의 무게는 최대한 25Kg이내로 제한된다. 포터는 한시간 당 5∼10분씩 적절한 장소에서 휴식을 취하며 하루에 10Km에서 13Km이내의 거리를 운행한다. 하루동안 지정된 10∼13Km에 이르지 못한채 운행도중 회교의식의 종교행사 일의 밤을 맞게 되면,포터는 그 곳에서 하루를 머무를 수 있으며 모자라는 거리는 그 다음날 보충한다.
105. A high altitude porter shall carry maximum weight according to the following scale.
a.
Height between 5,001 to 6,000m
20 Kgs.
b.
Height between 6,001 to 7,000m
17 Kgs.
c.
Height between 7,001 to 8,000m
14 Kgs.
d.
Beyond 8,000 m
12 Kgs.
105. 고소포터는 높이에 따라 다음과 같이 제한된 무게의 짐을 운반한다.
(a) 5,001미터 ∼ 6,000미터 ------- 20 Kg
(b) 6,001미터 ∼ 7,000미터 ------- 17 Kg
(c) 7,001미터 ∼ 8,000미터 ------- 14 Kg
(d) 8,000미터 이상 ------------ 12 Kg
106. While carrying this load beyond a base camp a porter shall make only one trip from one camp to another. This trip would be inclusive of going up and coming down. Leader of a party shall use his discretion in setting up of camps beyond the said base camp by taking into consideration the location of mountains, terrain and areas of avalanches.
106. 베이스캠프 이상 전진하여 짐을 운반하는 동안 포터는 한 캠프에서 다음 캠프로 한번이상 이동할 수 없다. 이것은 올라가거나 내려오는 경우 모두 해당된다. 따라서 대장은 산의 위치와 지형 및 눈사태 지역을 신중히 고려하고 베이스캠프 이상의 전진캠프 설치를 판단하고 지휘해야 한다.
107. A porter shall sign an undertaking of good behavior as per Annex "J". One copy of the said undertaking shall be deposited with a representative of local administration. Another copy shall be handed over to the leader. The third copy shall be provided to the porter.
107. "부록 J"에 명시한 바와 같이 포터는 정당한 행위를 준수한다는 약속을 보장으로 서명하여,사본 1부는 지방 행정부의 해당부서에 보관하며,다른 1부는 원정대장이,마지막 1부는 포터 자신이 각각 보관한다.
108. A party shall try to follow the date of arrival as fixed by the Government in order to avoid pressure on transport and accommodation.
108. 원정물자의 수송과 수용시설의 사용에 대한 시간적 압박을 가급적 피하기 위해서는 원정대가 정부당국으로 부터 배정받은 등반기에 맞춰 도착 일자를 지키도록 노력해야 한다.
109. As soon as party gets the permission letter, it shall immediately get in touch with the nearest PIA Office or an office of any other airline for reservation of seats and booking of equipment from Rawalpindi to Northern Area/Chitral by giving the following information.
Number of persons
Total weight of equipment to be flown.
Probable dates of flights from Rawalpindi Northern Area/Chitral.
109. 입산허가를 받은 원정대는 즉시 가장 가까운 파키스탄 항공(PIA)이나 다른 항공사에 연락하여 다음 사항을 접수 시키고, 라왈핀디에서 북부 산악지역이나 치트랄간의 장비수송 및 좌석을 예약해야 한다.
a. 원정 대원의 수
b. 수송될 장비의 총 중량
c.라왈핀디에서 북부지역/치트랄 간의 취항 예정일
110. Flight to N.As, and Chitral are subject to weather conditions and as such PIA or any other airline may not be able to give firm dates of bookings. In such cases, a party would need to request the PIA/any other airline to pass on the above information to Officer Incharge, Northern Area, PIA Office, The Mall, Rawalpindi.
110. 북부지역이나 치트랄 까지의 비행 일정은 기상 조건에 따라 PIA나 기타 항공사에서 정확한 예정일을 제시하지 못하는 경우가 있다. 이때 원정대는 PIA 혹은 다른 항공사에 위와 같이 접수된 사항을 각 해당 기관 및 지역에 전달해 주도록 요청할수있다.
111.A party shall come prepared to stay for a period of 2-3 weeks in Rawalpindi and N.As/Chitral, respectively, in case the weather suddenly turns bad.
111. 기상상태가 급격히 악화될 경우 원정대는 라왈핀디와 북부지역 및 치트랄에서 2∼3주 동안의 예비기간을 두고 체류할 수 있다.
112.A party shall have to register itself with Foreigners Registration Office in the Office of Senior Superintendent of Police at Rawalpindi before leaving for mountains. Similarly a party shall inform the said Foreign Registration Officer before leaving Rawalpindi/Islamabad on departure from Pakistan.
112. 원정대는 상급 관리자가 상주하는 경찰서의 외국인 등록 업무 담당자에게 자체 등록을 마쳐야 하는데, 이것은 등반개시 이전에 라왈핀디에서 행해져야 한다. 마찬가지로 출국을 위해 라왈핀디나 이슬라마바드에서 출발하기 이전에도 위에 언급한 담당자에게 통보해야 한다.
113.To obviate language difficulty, a party coming from nn-English speaking country, shall invariably include in an expedition an English speaking member.
113. 영어 상용국이 아닌 국가의 원정대에는 언어장애를 극복하기 위하여 영어를 구사하는 대원이 반드시 포함되어야 한다.
114.A party shall not serve forbidden items like port etc. to L.O/Porters.
114.원정대는 정부연락관이나 포터에게 돼지고기와 같이 금지된 음식물이나 기타 금지된 물건을 제공할 수 없다.
TERMS AND CONDITIONS FOR WINTER MOUNTAINEERING EXPEDITION VISITING PAKISTAN
파키스탄을 방문하는 동계 등반 원정대에 대한 규정과 규칙
A. LIAISON OFFICER
A. 정부연락관
The Terms and Conditions for Liaison Officer would remain the same as provided under item Liaison Officer above except the following;
저소/고소포터에 대한 규정과 규칙은 앞의 VII조와 같으나 다음과 같은 조건을 만족해야 한다.
Kit & Equipment: The kit and equipment would be of such a make and quality which can withstand the extreme temperature of -35° to -40°.
용구 및 장비:용구 및 장비는 -35°에서 -40°의 극한 기온을 견딜 수 있는 품질이어야 한다.
B. PORTERS
B. 포터
The Terms and Conditions for porter (both high and low altitude) would remain the same as provided under items wages of porters above except the following
i) Rations: The scale of rations would be the same for both low & high altitude porters as indicated in Annex "H" of the Mountaineering Rules and Regulations.
ii) Kit & Equipment: The items of kit and equipment would remain same for both low and high altitude porters as are mentioned in Annex "E". The equipment shall be of the quality that is tested against a temperature of -35° to -40°.
iii) Wages:
(a). Low altitude porters-double the normal summer wages + Rs. 50/- per day in lieu of rations.
(b). High altitude porters-double the normal summer wages + Rs. 50/- per day in lieu of rations.
저소/고소포터에 대한 규정과 규칙은 앞의 VII조와 같으나 다음과 같은 조건을 만족해야 한다.
i)식량 : 저소/고소포터에게 지급되는 식량의 무게는 등반규정의 “부록-H”와 같다.
ii) 용구 및 장비 : "부록.E"에서 언급한 장비 및 용구들은 고소,저소포터에 공히 지급해야 한다. 또한 이 용구 및 장비는 영하 35℃∼40℃에 견딜수 있는 제품이어야 한다.
iii)임금 :
(a) 저소포터 - 여름시즌 정상임금의 2배 + 50Rs/1일 식량 대체비
(b) 저소포터 - 여름시즌 정상임금의 2배 + 50Rs/1일 식량비

(a). A low altitude porter shall carry a maximum weight of 20 kg upto base camp.
(b). A high altitude porters shall carry a maximum weight of 12 kg.
(a) B.C 이상의 고소에서 저소포터의 화물 운반시 최고 20Kg까지만 허용된다.
(b) 고소포터는 최고 12Kg의 짐을 휴대가 허용된다
